One day, Horton the elephant hears a cry from help coming from a speck of dust. Even though he can't see anyone on the speck, he decides to help it. As it turns out, the speck of dust is home to the Whos, who live in their city of Whoville. Horton agrees to help protect the Whos and their home, but this gives him nothing but torment from his neighbors, who refuse to believe that anything could survive on the speck. Still, Horton stands by the motto that, "After all, a person is a person, no matter how small."

In 1999, in Claremont, California, the violent Jake Mazursky owes US$ 1,200.00 to the coward drug dealer Johnny Truelove, who is son of the powerful criminal Sonny Truelove. Other secondary characters involve a photographer who pursues his best friend's new wife Juliet; a pair of movie stand-ins, named John and Judy, who grow closer after their simulated love scenes; a libidinous chum who wants to travel to Wisconsin, USA to score with women; and a burned-out former rock star named Billy Mack who is the main connection between all stories involved.
